Art Downey, chairman of the Ethics Review Board, and Brian Chasnoff, a columnist for the San Antonio Express-News, join us to talk about the continuing role of ethics in decisions made at City Hall.

After the latest incident, this one involving District 9 Councilwoman Elisa Chan, San Antonio residents want to know what the city plans to do about the culture at City Hall.

The governor’s office release details of a tax relief plan that provides benefits for small and large businesses alike. Before getting into specifics, Gov. Rick Perry took a moment to pause for those affected by the bombings that occurred during the Boston Marathon. 

"I think all of us have friends and/or relatives up in Boston with the race going on so keep them in your prayers as we get the details," Perry said.

Perry listed a four-part plan to to provide over $1 billion in tax money to current businesses and out-of-state companies looking to re-locate.

A group of Texas lawmakers announced a snapshot of where the state is headed on issues like healthcare, environmental quality and education.

It’s called Texas on the Brink, which is a collection of statistics on the State of Texas. Rep. Garnet Coleman, D-Houston, is the chairman of the group.

San Antonio Mayor Julián Castro will be giving the keynote speech Tuesday at the National Development Council's three-day training seminar in Washington, D.C.

It is the first speech he'll be getting paid to deliver.

The National Development Council works with cities on economic and community development, helping to revitalize areas that desperately need attention.

Last summer, seven area high school students took part in the inaugural Camp KPAC, learning radio and recording skills with TPR's James Baker, Nathan Cone, and Paul Flahive. Here's what Clark High School student Kelly Holguin said about her experience: 

Since the start of the legislative session, Rep. Eddie Lucio, D-Harlingen, has made it clear that Mexico needs to release the over 400,000 acre feet of water owed to Texas.

His fellow lawmakers have now joined that fight as his resolution addressing the issue passed on the House floor with unanimous vote.

The Just in Time manufacturing program is now starting to graduate students, and a job fair on Friday gave graduates the chance to get job leads.

The school is the first of its kind and launched last October to jump start manufacturing careers with learning intensive 90-day training classes to get candidates quickly into the workforce.

During the Texas Lyceum Conference on Transportation Friday, Gov. Rick Perry announced his plan to fix funding issues with transportation costs. 

"On every car or truck sold in the state of Texas, we take in sales tax. The amount we take in on those sales is increasing steadily. I propose we dedicate the future growth in sales tax collected on motor vehicles to transportation infrastructure," Perry said.

The governor said Texas should take advantage of the state’s relatively low debt to fix roads, like those in the Eagle Ford Shale and Burnet Shale areas of the state.

Domingo Martinez's "The Boy Kings of Texas" transports people into his Brownsville childhood, warts and all, in his memoir.

It's been called "an emotional roller coaster rendered in exquisite detail," by Publisher's Weekly and was a finalist for the National Book Award.

Martinez was in town for the San Antonio Texas Book Festival last weekend and stops by the studio to talk about his recent literary success and why living in Texas is not something he ever sees himself doing again.
