Children sleeping in state offices, overworked caseworkers, and missed check-ins with potentially endangered children were just a few of the problems Child Protective Services faced last year. State leaders called it a scandal. A judge said something needed to be done.

How did the Texas Legislature respond to the crisis? What bills became law? Will it be enough to fix Texas' broken child welfare and foster care systems?
