Puerto Ricans Mark 100 Years Of Limited U.S. Citizenship

A century ago, President Woodrow Wilson signed a law granting limited U.S. citizenship to Puerto Ricans. But Puerto Rico is not a state — and citizens there don’t have representation in Congress, nor can they vote.
