The Rule Of Capture: Its Role And Status In Shaping Water Policy And Planning

This edition of The Newsmaker Hour features the third in a four part series of the 2008-2009 Texas Water Symposium. It is a joint project of Texas Tech University, Schreiner University, The Hill Country Alliance and Texas Public Radio. This panel discussion was held on January 29, 2009, and hosted by the Admiral Nimitz Foundation and The National Museum of the Pacific War.

Moderating the discussion is Robert Potts, President of the Dixon Water Foundation, a private foundation suppoting sustainable watershed management. He introduces the first panelist, Edmond R. McCarthy, Jr., a partner in the law firm of Jackson, Sjoberg, McCarthy and Wilson, L.L.P. of Austin. McCarthy practices primarily in water and water-related matters.

Robert Potts introduces Greg Ellis, the other panel member. Ellis was the former General Manager of the Edwards Aquifer Authority and currently serves as the Executive Director of the Texas Alliance of Groundwater Districts.
