City Council Term Limits Debate

Over the past year, Texas Public Radio has been your guide on the road to the White House.  Now as Election Day nears, we are making sure you are informed on the issues that affect your city and state.  On October 10, KSTX presented a live roundtable debate on Proposition 1, which extends term limits for the San Antonio City Council moderated by Texas Public Radio’s Terry Gildea.

Mayor Phil Hardberger and Bob Martin of the Homeowners Taxpayers Association discussed the merits for and against changing term limits for the mayor and city council members.  St. Mary's University political science Professor Dr. Henry Flores provided a historical perspective on how both relaxed and strict term limits has shaped Texas politics.  San Antonio Express-News columnist Jaime Castillo provided insight on how local citizens are reacting to Proposition 1.

Proposition 1:
Shall the City Charter be amended effective December 1, 2008 to revise term limits to allow a mayor or member of the City Council to serve four 2-year terms of office, instead of two 2-year terms, but prohibit the current and former mayors and members of the City Council, whether appointed or elected, from being elected to more than two 2-year terms.
